Wastewater & Water Supply Design and Permitting
The Greenwood School, Putney - This small private school sought additional wastewater capacity to nearly double enrollment. Grover Engineering prepared design documents for a new wastewater system utilizing advanced treatment to expand capacity at this difficult site. We also designed a new water system with elevated storage and with entirely new distribution piping. We obtained state permits and performed construction inspections. This expanded and revised system has been in operation since 2005.
Addison County Community Trust - Vaughn Mobile Home Park, Monkton - No suitable onsite soils were available to replace a failed wastewater disposal field for this small mobile home park. Working with the client and a neighbor, we developed an offsite site for a mound disposal system that receives treated effluent. We permitted and brought this system online in late 2007. We have recently designed a new wastewater collection network for the park that is scheduled for construction in 2008.
We have designed and permitted many residential and small commercial projects in Chittenden, Addison and Franklin Counties.
Routine Wastewater System Inspections - Grover Engineering performs ongoing inspections of large land-based wastewater systems for Meadow Ridge Development (Williston), Harvey Farm Subdivision (Waterbury Center), Basin Harbor Club (Ferrisburgh), and Riverview Commons Mobile Home Park (Richmond), and The Greenwood School (Putney).
Site Design
Flynn Avenue Self Storage, Burlington - Layout of storage buildings and associated driveways on this approximately 10-acre site required careful attention to wetlands, natural buffers, fire equipment access, and stormwater systems. Development of the site also required special handling of petroleum-contaminated soils on this brownfields site. We obtained all necessary State and City permits, and prepared bid and construction documents. We performed construction inspections during all key stages of development of this site. All site work was completed in the summer of 2005.
Loso Janitorial Services, South Burlington - We coordinated with the building designer and with the City of South Burlington to design all utilities connections, driveways, parking and stormwater systems for this commercial building. We obtained State of Vermont Act 250 and Wastewater/Water Supply permits for this project. We recently obtained an amended wastewater/water system permit for installation of an oil/water separator pretreatment device.
Burlington High School - Wood Chip Heating System Conversion, Burlington - We provided site design and civil engineering services for a supplementary wood chip boiler system for this large school. Our site design work included extensive re-grading to accommodate delivery of semi-truck loads of wood chips. Stormwater collection and treatment proved to be a challenging design problem on this urbanized site with steep slopes and low-permeability soils. We provided full permitting, bid documents, and construction inspection services were provided.
American Cancer Society - Hope Lodge, Burlington - We provided civil engineering services (utilities, stormwater drainage, state and local permits) and site design support services for this facility. Hope Lodge provides temporary housing for cancer patients. Our work included a flexible design approach to provide additional drainage for intercepted groundwater at this site.
Green Mountain Power Corporation - Substation Decommissioning, Richmond - We coordinated our site surveying and site design skills with other consultants to prepare a completed site decommissioning bid package for removal of hazardous materials, modification of an existing stormwater structure and preparation of final grades for decommissioning of this out-of-service electrical substation.
Burlington Telecom, Burlington - We provided site surveying, civil engineering, and site design services to the client and to other consultants involved in establishing five separate communications hubs throughout the city for a new fiber optic network.
Stormwater
Burlington High School - Wood Chip Heating System Conversion, Burlington - Our site design work included extensive re-grading to accommodate delivery of semi-truck loads of wood chips. Stormwater collection and treatment proved to be a challenging design problem on this urbanized site with steep slopes and low-permeability soils. Our solution included both a small detention pond and an underground sand filter to detain and treat storm flows. Full permitting, bid documents, and construction inspection services were provided for all stormwater structures.
CFM - Vermont Castings, Randolph - Since 2001 Grover Engineering has provided ongoing consulting services to the Vermont Castings facility (foundry in Randolph and assembly plant in Bethel). In 2006 we completed site layout and stormwater structure designs for the foundry, and prepared an extensive Stormwater Pollution Prevention Plan (SWPPP) for this site as required by the Vermont Multi-Sector General Permit, issued August 2006. Grover Engineering continues to provide annual inspections of the facility as part of the ongoing compliance requirements for this permit.
Maple Leaf Hill, Lincoln - Grover Engineering was retained by Lincoln Applied Geology to complete a road design and stormwater design for a six-lot subdivision. Using detailed stormwater modeling we have proposed a collection and treatment system that avoids the use of detention ponds at this rural site. The Vermont Stormwater Section accepted our stormwater permit design and application without revisions.
Ohavi Zedek Synagogue, Burlington - Grover Engineering assisted T. J. Boyle Associates, Land Surveyors, in designing and gaining city approval for a new site layout. Our services included providing stormwater modeling to size grassy swales and infiltration basins for small storm events, to meet City of Burlington guidelines.
Green Mountain Power Corporation- Technology Park, South Burlington - Grover Engineering performed an existing conditions survey of an electrical substation, then prepared a site design to collect and treat stormwater while minimizing soil erosion problems at this site. The receiving waters for this site, Muddy Brook, is on the State of Vermont List of Impaired Surface Waters.

Landscaped Ponds
Teal Farm - Cathedral Pond, Huntington - Our client requested engineering design services for an approximately 1.5-acre landscaped pond at a rural site overlooking Camel's Hump. We worked closely with the client and contractor to develop an aesthetic pond with adequate depth to support fish and other aquatic life. AutoCAD modeling enabled us to balance cuts and fills at the site. Stormwater modeling of the site insured that adequate primary and secondary discharge structures were included to protect the earthen dam during large storms. Grover Engineering provided ongoing inspections to insure quality construction, and continues to consult on civil engineering aspects of a micro-hydro electrical generation system.
Site Surveying
Green Mountain Power Corporation - Vergennes Substation, Vergennes - We completed two phases of existing conditions surveys of an electrical substation and supporting buildings and structures beside Otter Creek. We also researched and established elevations and locations of floodplains and floodways on the site plan.
Teal Farm, Huntington - Grover Engineering prepared record drawings of extensive networks of buried utilities for a building complex at this site.
Landau, Norwich - Grover Engineering conducted Total Station surveys of existing topography, woods, roads buildings, water features, and exposed bedrock. The completed AutoCAD drawing serves as a base map for land use and architectural planning on this large rural parcel.
SPCC Plans
A. Johnson Co. LLC - Bristol Mill, Bristol - Grover Engineering was retained to prepare a comprehensive Spill Prevention, Control and Countermeasure (SPCC) Plan for this hardwood lumber mill. This plan includes inventory and evaluation of existing oil bulk storage tanks and oil-filled equipment, review and coordination with an existing Stormwater Pollution Prevention Plan, and preparation of the SPCC Plan to insure adequate site safeguards and preparedness to minimize the likelihood of releases of oil to the environment.
Act 250
Loso Janitorial Services , South Burlington - We coordinated with the building designer and City of South Burlington to design all utilities connections, driveways, parking and stormwater systems for this commercial building on an approximately 1-acre site. We obtained State of Vermont Act 250 and Wastewater/Water Supply permits for this project. We recently obtained an amended wastewater/water system permit from the Wastewater Management Division for a revised use of a portion of the building that required installation of an oil/water separator pretreatment device for wastewater being discharged to the municipal treatment plant.
Huntington Garage, Huntington - Grover Engineering conducted an existing conditions survey of the property, and prepared final grades for the client to enable him to expand an existing building and to provide additional parking and outdoor equipment storage. We prepared an Act 250 Minor Amendment for these site revisions.
